Spill Plans / Discharge Permitting

Keystone Environmental, Health, & Safety Services, Inc. has composed spill prevention control and countermeasure (SPCC) plans for numerous owners and operators of non-transportation related facilities.

Non-transportation facilities that have some or all of the following aspects may require an SPCC Plan:

  • 1,320 gallons in total aboveground storage (counting only containers with an oil storage capacity of 55 gallons or more, including equipment containing oil for ancillary purposes)

  • A total underground storage capacity of 42,000 gallons (not counting completely buried containers that are currently subject to all of the technical requirements of 40 CFR Part 280 or all of the technical requirements of a State program approved under 40 CFR Part 281)

  • May discharge oil in harmful quantities into navigable US waters, including any surface waters and any groundwater in contact with surface water
